low income assistanceThe Low-Income Energy Assistance Program (LEAP) was created to help individuals and/or families who are struggling to pay their hydro bills throughout the year. The program provides a one-time financial assistance grant of up to a maximum of $500 per year. This grant is available to low-income and/or special circumstance residents who qualify and meet program criteria and whose St Thomas Energy Inc. account is in arrears or is faced with the threat of disconnection. LEAP is delivered within the City of St. Thomas service territory through our partnered agency, St. Thomas-Elgin Ontario Works Department.
